TMP Review Checklist

This page is intended to be used by TMC's and TMP designers as a reference to ensure TMP's meet bare minimum requirements. The list below was originally based off the TTMP qualification's assessment criteria originally but has had some additions and redactions after discussions with people in the industry. This does not apply to NZGTTM TMP's, however this may be adapted in the future once more is known about the new guide.

Proforma

Front Page

  • TMP reference is unique
  • Main parties are listed clearly

Location Details

  • All roads affected by TTM are listed and extents are clear and distinguishable within +-20m, can include descriptions of location (e.g. 45m south of the driveway of #525 Makara Road)
  • All speed limits are correct for the listed sections of road, and road levels & categories are listed.
  • AADT is listed for at least the primary road on which works are occurring, and any nearby main roads if they are separate from the work area road.
  • Peak flows are appropriately listed either in the form of hours (0700-0900, 1600-1800) or a time with an exact VPH listing (available from some council websites)

Description of Work Activity

  • Clearly states what the work is and how long it will take in terms of shifts/days/nights
  • Includes detail of plant on site (and sizes if unique plant)
  • Tells a 'short story' of what will be occuring

Planned Work Programme

  • Dates are clearly listed and times are appropriate for the road section. Times may list, “Refer below” if significant stages section has appropriate detail.
  • Must include times for installation and removal of TTM.
  • Significant stages section clearly states each stage of work and how it will be occuring
  • Alternative dates has an appropriate entry either stating a revised TMP will be uploaded, the TMC/RCA will be notified, or no alternative dates in the case of a one-off event, etc.

Road Aspects Affected

Aspect Impact Assessment Critera
Pedestrians Affected Footpaths, crossings, accessways, common routes (desire paths) affected
Property access affected Any aspect of the TTM affecting driveways, accessways, business or residential access including tapers, MTC in the area, potential queues over driveways, etc.
Traffic lanes affected If at any point, including TTM installation & removal, the live lane is affected
Cyclists affected If any part of the TTM affects the road in such a way that if a cyclist were on the road they would be impacted (including shoulder closures, etc). Does not apply on motorways (cyclists not allowed)
Restricted parking affected Restricted parking is any parking that has conditions, time limitations, specific requirements, etc. Mobility parking, diplomatic parking, coupon or residents parking, time restricted, etc.
Delays or queueing likely Applies in any instance in which queues are likely (any MTC/PTS installation, filtering points, etc. Delays include detours, anything that could cause traffic to take a longer time to get to their destination as a result of the installed TTM.

Proposed TM methods

Installation & removal

  • Includes required vehicles
  • Includes required staff
  • Must state pre-start check & drive-through
  • Includes rough outline of installation steps. Doesn't have to be exact, but enough for the STMS to get a clear outline of the order of installation.
  • References used mobile diagrams (must be included in the TMP)
  • If a road closure is present, detour installation must be listed before any road closures.
  • Removal must not include the word “reverse” or similar. Must be uniquely listing the removal procedures.

Attended Sections

  • Has a clear outline of the site and TTM installed. Must be enough for the STMS to be able to induct themselves on to the site and have information needed to operate the site efficiently.
  • Any local/special requirements are listed (schools, bus stops, traffic lights, etc)
  • Site access methodologies are listed (if applicable)
  • Lists any lane width or dimension requirements not explicitly shown or stated on the diagrams
  • Each TMD used is listed with any specific requirements or management methodologies (including when the TMD is to be installed)
  • (Night only) - Includes any additional mitigations required for the additional risk of night works.

Unattended sections

  • Matches attended requirements (except site access & active management methodologies)
  • Includes site check frequenecy
  • Includes transitional steps to change site from attended to unattended. Information may be present in installation section depending on the designer.

Detour Route

  • If any detour routes are proposed or included in the TMP, they must be clearly listed in a step-by-step process. An example is below
  • If any diagrams show the detour route visually they can be listed here as a reference.
Instead of continuing north on Thorndon Quay, turn left on to Davis Street. Follow the road on to Hobson Street, and continue until Tinakori Road. Turn right on Tinakori Road. Detour ends at the intersection of Tinakori Road and Hutt Road

Proposed TSL's

  • Appropriate Setting of Speed Limits rule listed
  • All TSL's shown on included diagrams are included with locations able to be distinguished +-20m
  • Times match each TMD's timings (may be an overall time as listed in planned work programme).
  • Dates match the TMP dates, or if specific staging within the TMP allows for alternative dates, those are listed (e.g. Stage 1 from 1st May to 30th June, stage 2 from 30th June to 31st July)
  • Each TSL listing is unique per diagram.
  • If the TSL is longer than 12 months, the appropriate checklist is included.

Positive TTM Measures

If a TSL is proposed that is less than 20km/h under the permanent speed limit, there must be appropriate measures listed. Items from C10.1.1 must be included. Note that positive TM is very subjective however normal examples include:

  • MTC/PTS
  • Side friction
  • PTS sensors
  • Offset delineation
  • Gating signage when not required under CoPTTM for better visibility
  • Lights & beacons on cones or safety equipment
  • Speed humps

Contingency Plans

  • All normal sections of generic contingencies are present (detour section may be crossed out or removed if none is present within the TMP)
  • Other contingencies are specific, apply to the TMP in which they are proposed, and are clear for the STMS to follow in the case they are needed.

Authorisations

  • Each affected authority section is appropriately filled out. If a section is affected, a description of the impact and resolution/agreement must be listed.
  • Does not include 'N/A'
  • Does not include 'Please refer to CAR' or similar

NOTE: Some TMP designers may include a Kiwirail authorisation section as an additional measure. NOTE: Portable traffic signal approvals can be found in NZTA M23 Appendix F

EED

  • Matches included information within the TMP

Delay Calculations

  • Does not say, “To be provided upon request” or similar.
  • If the work does not have potential to cause delays, must clearly state so. If the work does have potential to cause delays, the TMP designer must include detail regarding these delays and how they will be managed.

Public notification plan

  • Matches local requirements for the RCA
  • Any public notification listed must be realistic and actually implemented.
  • Yes/No section at bottom refers to attached to TMP, not to CAR.

On-site monitoring plan

  • Must include site check frequency, STMS required qualification, and check process.
  • NOTE: May include additional information for STMS including some items to check that are specific to the TMP.

Method for recording daily site TTM activity

  • Clearly states a reasonable method. May include CoPTTM on site record, a company specific on site record, online platforms (MyTTM, SafetyCulture, etc).

Site safety measures

  • All information included matches what is present elsewhere within the TMP
  • Listed measures don't impose additional risk to the road users or workers.

TRSB Section

  • If a barrier system is included anywhere within the TMP, this must be filled out and it's requirements checked. The barrier system is not for the TMC to review unless they hold the appropriate qualification.
  • Barrier systems that are not directly exposed to the live lane, and don't impact the lateral or longitudinal safety zones of the site do not need to be listed or considered.

Other information

NOTE: Section is generally for the STMS or for notes that the STMS may need to consider that don't fit within the rest of the TMP. TMC only needs to check that the information is not misleading and reasonably applies to the site.

Diagram listings

  • Clearly lists all diagrams within the TMP
  • NOTE: Some designers may split this section to have a separate listing for generic diagrams.

Contact Details

  • Each contact requires at minimum: First & last name, mobile or 24/7 +64X number
  • STMS details etc not required, however if not listed must provide a point of contact for any TTM queries related to the site (TTM primary contact, etc)

TMP preparation

  • Designer listed, holds current qualification, TMP is signed.

Number of diagrams

  • Matches what is included in the TMP, including any generic diagrams.

TMD Checklist

General Requirements:

  • All roads with TTM present must have a legible road name
  • All non-standard items must have a legend item.
  • Dimensions must be correct and scaled to the aerial imagery used.
  • Aerial imagery and extents of TMD must be at least to the extent of sign visibility (A) for all approaches.
  • TMD reference, sheet number, page number etc must match what is listed in the proforma.

Per Diagram Requirements

  • Working space is adequate and well defined for the plant and work activities stated In 'description of work activity' section.
  • Safety zones (both lateral and longitudinal) are clearly visible and are the correct size
  • Delineation is shown in all places where it is required (tapers, longitudinal delineation, thresholds, etc)
  • Sign order is correct (based upon CoPTTM example diagrams) and the signs are clear and legible.
  • All signs and devices shown on the TMD must be a sign under the TCD rule. Reference the NZTA sign specifications page for confirmation.
  • If a non-standard sign is used, a design guide for the sign must be supplied. E.g. Non-TCD Sign Design Guidance Document
  • Are vehicle, cyclist and pedestrian risks are appropriately managed?
